Now Guests Can View the Forum

I've made changes so that the Guest users can view and read the forums. They still need to signup and register to post and reply.

We'll see what kind of affect this will have on our signup rate.

I'll experiment for couple of weeks...

in my experience.. other forums ive been too.. when i was a guest and was viewing.. i read intersting stuff. so i was gonna reply. then i wrote a long long reply and tried to post and it said i cannot post unless i register... and all the things i wrote disappeared. so that was discouraging..
